The Shafi’i school, and Ahmad hold it to be obligatory (fard) in the light of the words of mentioned In the above verse ‘Umrah is mentioned along with Hajj, which is obligatory, which means ‘Umrah must likewise be obligatory, even though the former is preferable. ( Fiqh-us-Sunnah, Volume 5: Page 122a: Its Legal Status )
In another narration, Abu Razin al-Uqayli also visited the Prophet (saw) and complained about the condition of his elderly father who was unable to perform Hajj and Umrah. The Prophet (saw) said, “Perform Hajj and Umrah on his behalf.” (Narrated by at-Tirmidhi).
As stated in the Fatawa Lajnah Daimah (11/77-78), “Whoever performs Hajj and Umrah on behalf of someone else, whether for a fee or not, then the reward of Hajj and Umrah is for the person who is being represented. It is hoped that the person who is delegating the task will receive a great reward, in proportion to their sincerity and desire for goodness.”
